Is there any way you can bring the dogs to your house since you will be caring for them anyway?

Oh, those poor pups!
Do not spoil your brother's cruise. Let him enjoy. He can't do anything from the ship except be angry, stressed, etc. Everything that @kaydee50 said. Take dated photos with your phone of everything you saw and told us about here and be a doll and care for the dogs yourself, getting reliable assistance as needed.

@lovesrecess If she is not contacted immediately and asked to return her keys she still access. If she refuses to to return them the police neede to be notified and she should be prosecuted for neglect and not doing what she was paid to do!!

I 100% second queendiva's comments. Do not ruin his vacation. Do take over the dog's care with help as needed. And do leave the $@*&^ dog sitter a note where she can't miss seeing it letting her know she's done and you're taking over.

No dont tell him now while he is gone. There is nothing he can do about it until he gets back. It would upset him and spoil his cruise.
However, do continue to go over and feed and let the pets out.
Tell your brother when he returns home.

IF the dog sitter did come by and found both of the dogs missing maybe she would get the scare and horrified reaction she deserves!
