There are plenty of people who have sensitivities to fabric, threads and fastening methods. I have maybe 5 fall/winter/holiday tops that have the "quieter" QF look, but they all have some sequins and crystals. As someone who has very sensitive skin, especially in the winter in New England when it is so dry, I can say I have never had an issue with their tops or an itchy scratchy complaint.
Years ago I bought (2) KG slub knit tops with sequins, they were horribly scratchy. I remember the complaints when I wrote my own review. I did not even donate them I threw them out. And I recall IM had a sequin tank that was on for years and always discounted until they either donated it or burned what was left. Even though there was an entire lining underneath, people said they were horribly scratchy from the sequins. They continually misrepresented these two specific garments for zillions of presentations, yuck.
All that to say, maybe when Jean Byce got sick herself, she realized how she wished someone would have said if materials or decorations were scratchy. Leave it to the shopper to decide if they want to try it anyway. Maybe she had those issues, and they became important to note because of her own challenges.
