I was just going over all of the settings and noticed in:

Email Settings

There is an open check box "Don't send me any community e-mails" with a grey question mark and if you hover over it you will read:

Select this option to prevent the community from sending you any emails, including any board subscriptions.

Question: Will QVC make us subscribe (pay) to use these Forums?

No. Most forums let you subscribe to a thread or a post, which just means you're opting in to get emails whenever someone adds to the post. It's always optional.
