Yes, that's going to happen sometimes.  It's very, very touchy. 

 

Try quoting a very short post and you'll see the blinking cursor is automatically positioned just below the quoted text and there's no gray line to the left of the cursor. 

 

If you'll hit return several times before doing anything else, that will move it 'way down away from the quoted text and make it less likely you'll do something to move it up within the quote.
