One of the reasons that shoe prices have increased is due to U.S. tariffs on shoes made in China. Those additional costs are being passed along to the consumer. Manufacturers are moving their factories to other countries like Vietnam and Cambodia to mitigate those expenses, but don’t expect any savings to be passed along to you the customer.

I totally agree. More than $ 100 for a bag or shoes is unnecessary.

For the past few years, I've been buying most of my shoes at JCP- they carry a wide variety  of brands and I can always find something on sale.  

Blair is another source - not a great selection - but nice styles and good prices. They carry Skechers and Easy Spirit - among other brands.

Also - LandsEnd has great casual shoes - and good sales.  LandsEnd shoes last forever. 

Amazon - bought several pairs of boots from them - also good markdowns.

Try DSW, you'll probably do better on price - and that's before coupons offers and other benefits of being a VIP member.
