Help! Advice needed on peep toes that are too long in the heel

I just got a great buy, 75% off, on peep toe shoes. I normally take a 9.5 or a 10. I ordered a 9.5. They are too long. I tried a full insole. Still too long. They do not come in a size 9. I can't stuff anything in the front of the shoe, because they are a peep toe!

Should I order down to an 8.5?

Will they be too narrow, or does the width stay the same?

They have free shipping, but I have to pay for returns. I can't find a size 9 in this shoe anywere else on the web. I love these shoes, but I walk right out of them. HELP! Thanks!
