I wear ankle boots and some a few inches high. My jeans are ankle length or I roll one cuff up since the hem interfers w/ booties. Socks, cold ankles?

Get some boot toppers. Those are like mini leg warmers which only cover your ankles. There are some very cute ones out there. I like them b/c the boot toppers don't cover your foot like a thick sock would and then the boots are too tight when you wear a thick sock.

Sort of like mine, but not exactly. 

I can't stand having cold ankles! I even wear bootie slippers all of the time indoors.

I like toppers too and you can even get faux fur ones to dress up a plain boot.  Like the ones posted by @Kachina624 .
