Band size for bras

I just bought a few new bras. And I went to put one of them on today. The new bra was clearly marked 42 and when I went to put it on, the bra would not fit. I measured it with a tape measure and from one end to the other it is 32 inches. Is that normal?

I don't get it. I have bras that are 38 and are loose on me and then I can't get a 42 on. I have no idea what size to get.
