If it can be put in water, I wash it off. Usually I use the commercially available fruit wash. For cantaloupe, watermelon, lemons, limes, oranges, etc, I use soap and water. I scrub potatoes with a sponge, soap, and water. I agree that dirt and germs on the outside of produce can transfer when cut. I've also seen kids in grocery carts put produce in their mouths and put it back into the display. From that point on I just assumed it all has been compromised in some way.
When I bought prewashed greens I seldomed washed them again, except for spinach because that stuff is dirty.
The water I use to rinse veggies and fruit in looks dirty by the end of the process, so washing fresh food is critical IMO. I also rinse with filtered water as a last rinse.
A few months ago I purchased an indoor hydroponic garden thingy from Amazon. I have grown spinach, kale, many different lettuces, and some spices. Less luck with the spices, only the basil did well.
Since growing my own lettuce indoors I do not wash it. I eat it directly from the plant, and my salads have never tasted better.
The lettuce wilts quickly though, so it doesn't keep long once picked. And I decided that even fresh, I do not like kale. So I replaced it with more lettuce.
