I like 50% salted almonds as a snack, but then you get salt on your fingers.  Cheese crisps....homemade or purchased. Celery and nut butter dip. 

 

It's not no-carb, but Pillsbury makes sugar free brownies and white cake mix. Could you find a  recipe that uses cake to make cookies? Popcorn?

I don't think deviled eggs are messy.

 

Other things to think about but elevated from cookies however

 

  • Chicken salad in those phyllo shells you find in freezer section
  • Thick sliced cheese ( and for fun)cut out in shapes of diamond hearts, spades and clubs
  • Ina Garten's Parmasean and Thyme crackers. To! Die! For! They look like cookies more than crackers. Recipe on the internet. I've not made them but I've eaten them.( may not be what you are looking for as it has flour in them) 
  • Charcuterie board, salami ( how do you spell that plural?) and cheeses and add fruit too for others
  • Cut up cucumber sandwiches with pimento cheese spread ( one of my favs) and egg salad sandwiches ( again it's bread but a small serving and you can serve on high fiber bread)
  • Spiced pecans
  • No sugar Added sweet Gherkins by Mt. Olive brand
  • Strawberries and Blackberries (  yes, I know you said no fruit but these are low in sugar and have great benefits to diabetics especially A whole cup of raw either has only 7g of sugar) incorporate them in zeto sugar greek yogurt parfait if you want more than just pieces of fruit 
  • Ham and cheese pinwheels/roll ups  with mustard dip or dill dip

Veggies & dip or ranch dressing 
Cheese cubes

Celery w/whipped cream cheese & sprinkled w/everything bagel seasoning

Devilled eggs

@cindyNC Kirkland's (Costco) almonds that are not salted or roasted are great.  I use them as snacks a lot.  Also, what about air popped popcorn and people can salt as they want.  That way no salt, no sugar, no mess.

How about fresh vegetables with hummus to dip. You can aslo get mini pita bread and cut into small triangles to dip.

 

Pieces of celery could be filled with cream cheese or hummus.

I like simple ham roll-ups. Krakus ham from a package (blot with paper towel), then spread thin layer of cream cheese over the whole thing. Roll up from the short side and then cut into 5 or 6 rolls. Stick a cute toothpick in it to display on a plate. It is yummy and satisfying. I usually have them in the fridge on a regular basis to grab when hungry and want a little something. Smiley Happy

@Sakuya  I make ham rollups like you do and they are delish.  Sometimes I will roll a dill pickle spear in the middle with the ham and cream cheese for an appetizer.

I add a dried herb to that cream cheese or sometimes a smidge of taco seasoning, onion powder or garlic powder or smoked paprika to change it up.  Or change to a flavored cream cheese like veggie cream cheese ( Tillamook is great and there is Philadelphia brand)
