Pasta will stay moist if you VERY LIGHTLY toss it with a little olive oil (tiny amount goes a long way) right after boiling and draining it.

 

or  if making a cold pasta salad with vegetables in it,  lightly toss pasta with an oil/vinegar Italian dressing mixture--right after draining pasta from the pot. 

 

Then chill it before mixing with mayo and/or other ingredients.

Adding the sugar and vinegar is essentially turning your mayo into Miracle Whip. Plain mayo tastes bland to me and Miracle Whip just adds so much more flavor. I make macaroni salad two ways, but always with Miracle Whip. I make it with fresh dill and dill relish, or with sweet relish. Of course I add lots of other veggies such as green and red peppers and red or green onions. Sometimes I add a can of albacore tuna, drained, to make a main dish salad DH takes in his lunch.
