I buy it in the baking aisle of my local grocery store, but I bet you could find it at a craft store (i.e. Michael's)

Hobby Lobby shows meringue powder and a Royal Icing mix.

In my Adv. Foods classes, I never used meringue powder.  I used cream of tarter. 

We also made designer ginger bread houses in my Interior Design classes using cream of tarter.Smiley Happy
