Help! Ham in pressure cooker? Always a dud :(

I don't know what I'm doing wrong. I keep trying to cook Blackeyed Peas & Ham in my 6qt pressure cooker, but the ham doesn't turn out right. It is tough, not tender. I've tried different cuts of ham, different types (fresh/ready-cooked/smoked) but still mess it up. What am I doing wrong? Cooking it too long? (30-40 mins for 3-5# ham) I feel like an idiot, but hope one of you can help me solve this clueless mystery?
