Can Maybe Someone Help Me With a Recipe.............

My dad watches the Agricultural Report every day, and told me there was a casserole on there yesterday that looked good to him, and wants me to try to find it.........Well, I did, but but they sure do not know how to post a recipe...........{#emotions_dlg.scared}Here it is........

Questions are.........Do you brown the ground beef??? Is the rice cooked????? The bacon is not even listed, and I guess it is uncooked?????? Do you bake covered or uncovered????
