I have a recipe like that it uses corn tortillas, I think flour ones would just dissolve. The corn ones will hold their shape and taste.

I guess it would be a double insult if ""Mexican lasagna"" used cottage cheese.

I call it taco casserole.
I just use flour tortillas, fry a couple lbs of gr beef, I add the taco seasoning and salsa to that. Cheese and green onions. Layer it and bake.

I say make it the way you want it, OP. This isn't the sort of thing that needs a recipe anyway. Use the meat you want with the seasonings you like, whatever cheese you like, and whichever tortillas you like. It's not something I make but I've made stuff like this in the way past and you just pretty much dump in what you like and in the oven it goes!
