Why Have Offer near Credit Card and Don't Give It?!

Why have a easy pay offer next to my credit card account saying you get 5 easy pays and than when you go to do it ,you find out you don't have it ?! Called CS and they checked it out and said sorry you don't have it but, according to the ad I do.

This is false addvertizing. Very disappointed in the Q.
