Start date of holiday return policy

Im sure this has been asked before so forgive me, but when did it start?  I purchased something October 5th and am wondering if I could return till January 31.

@Catch71 Most items purchased between September 22 and December 24 can be returned as long as the item is postmarked by January 31, 2024.

So many people report September 23, as being the date.  As Susan points out, that's incorrect.  It may matter to the person who bought something on the 22nd.
