Shipping charges for gifts purchased in Oct and early Nov are not refunded?

I purchased gifts beginning in on October 1st for Christmas. Now that I am returning a couple of them, I keep getting the message when I print the return label that the original shipping and handling is not refundable because the purchase was made more than 30 days ago. Is this the usual Q policy for gift returns? When you return an item within 30 days they always refund the original shipping and handling... any one know what's up with this?
