Recycled Tracking Numbers

Has anybody else attempted to upgrade through UPS My Choice to avoid having the USPS deliver your Sure Post package, only to find out that a recycled tracking number was used so because the package shows it was previously delivered 1,2,3 years ago so you can't upgrade?  I much prefer UPS to deliver the packages as our UPS guy is much more conscientious than our mail guy, but this make three packages in the past month where I can't upgrade, request alternate delivery or anything because of the recycled tracking numbers.
