Rakuten and Mr Rebates

Anybody having trouble with ordering thru Rakuten or Mr Rebates at this time? I cannot place an order via either site.

Have you tried Top Cashback, they have 11% back from Q today, except on Electronics.

I also use microsoft rewards. Never had a problem--as long as I activate the reward in the browser bar.
