Free S&H, but seeing $4 charge?

I'm seriously considering getting the TSV Amazon tablet today and it clearly shows free shipping and handling on the item, yet, just before I hit "place order", it shows a $4.00 charge for shipping and handling?

 

Is this is glitch, or how is it free shipping and handling?  CS is closed so can't chat or call in, and wondering if this is something new...or just an error that will be fixed and the $4 will be refunded?

 

I know that $4 isn't a deal breaker, but don't like the false advertisement of free shipping on the item if its going to be charged.

@CAcableGirl2 I'm not seeing a $4.00 charge. Just the price and tax. Hope it works out for you with the Free Shipping. Looks like a great tablet.

@CAcableGirl2   I'm guessing you purchased using the Easy Pay plan.  If that's indeed the case, there's nothing shady going on.  It shows on the item page that there is free S & H when paying in full, but charged when using Easy Pay.

Looks like some fee California customers are charged.

@CAcableGirl2   I think the $4 fee is charged by CA.   Assuming that's true, it gets treated the same way as sales taxes.   A selling company is the collector but not really the charger.   As a Californian, you pay that same fee for any electronic included in the law.

 

I know when I first learned about Zappos for shoes, it was here in the Forums.  The posts informed that shipping and handling and tax was free.   The shipping and handling was, but I was in NY.  Until I made my first order with Zappos, I hadn't realized NY was early charging tax on Internet shopping.

Hello,

I am not in CA.

Just added this to my cart to see what would happen and it defaulted to easy pay. There was $0 charged for shipping. The total cost was the item price plus sales tax for my state. No additional charges.

Off topic witht the shipping but is this the same tablet that HSN sold 2 for under $100 as a TSV a few weeks back? If so how can the parent company not offer the same or a better value?

if you look at the detail supplied by @CAcableGirl2, she is showing that she was charged both a S & H fee and the Califlornia electronics fee.  As a Californian, I'm assuming she should or would know about the state fee.  Her question is specifically about S & H.  If you look at the screenshot I supplied, S & H is free when paying in full, but charged when using EasyPay.

@JeanLouiseFinch  Yes, it's the S&H fee that I'm questioning.  I'm used to the CA e-waste fee, but why is there a $4 fee for shipping?  Maybe IT needs to take a look....
