What's the difference?

I see the difference between the two as Community Chat being about anything you want (and doesn't have its own forum, like Beauty, Fashion, etc. has).

I see Q Talk as being about QVC as a company, such as their hosts, their policies, the programing, their pricing, brands, etc., although I see many people using it as a place to discuss anything they want.

Never heard what the original intent was, but that is how I use these two forums when I want to start a thread.

Q Talk used to be called The QVC We Love. It's for topics about QVC. Community Chat used to be called Anything Goes (Within Reason!). It's for Off-Topic discussion.

@Calishopper21 - I totally agree with @World Traveler—and that is actually why I've only checked the topics in Community Chat two or three times in all my years in the forums, but I regularly check Q Talk since one of my main reasons for using the forums is to discuss the company and related topics. (Out of all the available forums, there are only four I frequently visit; it's nice that there's something for just about everyone, but the amount of threads and comments can easily become overwhelming.)
