As Is

Can somebody please explain to me what "As Is" on the website is? When I first began looking at the catagory, it was returned items that were in "as is" condition.

I just looked at a Judith Ripka ring that came up in the "As Is" search, and it showed being marked down. I looked at the video, and low and behold, it was the EXACT SAME PRICE!

Am I missing something here?
