Free shipping not working, not coming off at check out...

I just tried to place an order and at checkout it said they were unable to apply the promotion at this time.  What is that about? 

I'll try again tomorrow.

Well, this first time ordering anything for months -a Christmas pillow from Valerie-I can see it says free shipping and handling on the item page. I go to check out and it has included the shipping, saying promotion unable to be added at this time.

So I call customer service and she says the shipping will come off when I hit the last click-make payment. Nope-its on there again.

So she tries to get it off and I also ask to not have tax on the shipping.

 Then she said it will show the right amount when it ships or will be credited. My cc already sent me a confirmation of the item with the shipping and tax included.

So, we'll see. I didn't think it would come off when I clicked on make payment but went ahead and did what she said. She did say before that she could place the order. I said yes, ok but then she said it would come off, so I went ahead and clicked on the last step.

I bet I'm not the only one calling about it. I told her she might want to let whoever sets this up know it is not working for some.

She did say everything is free shipping and handling today (tonight at midnight on).

Hey everyone this happened to me the last time.  Just wait a few hours and it will change.

QVC must have made the decision about Free Shipping on everything after the TSV hour.  

Shawn mentioned several times in her TSV kick-off hour that all Tarte beauty items are free shipping.  Not once did Shawn. say all items/everything on QVC was free shipping.  Shawn stated Tarte free shipping at least 10 times in the hour.
