I've always used a coupler. Works great.

Ive always walked two dogs at a time on my mobility scooter. I never use retractable leashes. IMO they're dangerous. I have better control with a leash in hand. I walk them both on my left side and use chain or martingale collars that won't slip over their heads. Teach one dog to sit while the other is "busy". Teach them to sit before crossing the street. A dog should always be walked on your left, the "heeling" position.
