@JudyL, let me start by saying thank you for adopting an older cat.
As far as food I would ask the shelter what he has been eating and continue that until after he has had a complete vet check.
Once the cat has been examined and had his blood work and whatever other diagnostics your vet recommends you can then discuss with the vet the cat's nutritional requirements and the best foods based on his needs.
