How about attaching them to the watch loops that are attached to the curb links?  Not sure the holes are large enough though.

It doesn't look too sturdy.    I think it's just for "formal wear"...........

I wouldn't want it even if it did have a D ring for the tags.  I like the dog collars on Etsy.  Frankie, my dog who died in April, had many dog collars, and now Ava has inherited them.
