I really don't understand why some people are so careless with their pets.  I live on a busy street and people do not observe the speed limit.  I have known of several neighbors' pets getting badly hurt or killed because they do not keep them on a leash when they let them out or put up a fence.  It's terrible.  If you do not wish to care for them properly, then either don't get them in the first place or give them to someone who will care for them appropriately.  Breaks my heart.  I am glad you spoke up about the neighbor's dog and that others keep telling him, too.  I don't know if there are any rules where you live about keeping animals tethered when they are out, and if there are, I would notify authorities that they are not obeying the rules.
