Since Frankie (cute name) is a Dachshund mix, the other breed(s) factor in when it comes to innate behavior.
If were to hazard a guess, there seems to be a terrier breed in there as well.
They're known barkers, very excitable, and very persistent.
When I worked in the pet care industry, we nicknamed them "terrors". ;-)

This is not a behavior that he will out grow, in fact the longer you allow it to continue the harder it will be to fix.
Finding the right trainer is the key. It really is not a barking issue as much as reacting to other dogs. The barking and lunging are just his reactions to seeing the dog, finding the reason for the reaction is important. I have one dog that is afraid of strange dogs and will bark and lunge to keep them away, while my other one will bark and lunge because he sees his new best friend and wants to play. A good trainer will look at the whole situation to determine the best training method, each situation will have a different approach.
Not sure where you are located but I would start asking around, vets, neighbors and dog clubs for recommendations. You can find some very good trainers in some out of the way places for very reasonable prices.

Little Daisy ,I have a little Daisy that I cannot walk. She's a Brussels Griffon weighs about 10 lbs. If she sees another dog or person walking she goes BALLISTIC. Horrible,spinning barking crazy. She got out of her harness too and went running at some little girls. I don't walk her anymore,it's too nerve racking for me and she obviously doesnt enjoy it. I tried,DH tried and even he gave up on her and he never gives up on anything.lol
I have a Dachshund mix also...barks alot. She was attacked on a walk now she barks and lunges at other dogs,too. Not as crazy as Daisy so we still walk her alot .
If walking your little guy is as stressful as Daisy makes ours,I wouldn't do it. It's dangerous unless you can somehow change him. Good luck.

I am a cat person, but have owned dogs in past years. I had a cocker spaniel for 18 years, and a collie for 8 years. I would not take your little doxie walking, as it sounds like you could be headed for disaster. He should be fine at home with your other dogs.
