Looks like a Toy Poodle to me. Have no idea how they got the ears that way.  Poodle's ears hang down. So do Maltese and Bichon.  It might be a Bichon.  The legs look a little shorter than a Poodle, but that expression on the left looks like one of my Poodles.  

 

Same with Japanese and coloring.  This looks like a cut Japanese would do to their Poodles.  They are into all those fancy cuts and colorings.
