Aww, poor Henry.  I think it's just his shape. Strapping young man that he is and that "exotic" type face and he maybe just Can't reach that spot no matter how hard he tries. 

The Vet and the groomer will use clippers not scissors to trim out the matts as they don't want to cut the skin by mistake if the pet moves or the mat is very closely attatched to the skin. maybe look in to getting a clipper to have at home.
