That's such a dangerous place for a dog to ride.   He'd been in great peril with a sudden stop.

Yes, it would be dangerous when the car is moving...but, 

 

I hope an owner wouldn't be so idiotic to allow their dog to do that.  

 

I was thinking when the owner left the dog in the car for a bit (ON A COOL DAY).  How they move around the car looking out the windows for their owner to return.

I think that's just a meme of cuteness.  Maybe before the owner got in car and just put its feet there since it was such cuteness.
