Shelter & Rescue animals aren't free either! I'd actually be afraid of any place giving animals away for free as they often end up in poor situations.
I recently paid money to a rescue for my kittens. I believe in the past I have as well. The only "free" pets I ever got were found on the streets I personally rescued on the streets and 1 that was via a family connection that could no longer care for that cat.

In our rural area..We were allowed to have our "old ladies"
free of cost..Because we were seniors and had been there before..Of course the "ladies" stay inside.
We also left a large donation..We never expected them to be free..
