Only those who have no problem playing Russian Roulette would do that . . . regardless of weather, children or their pets.  I have taken action several times when I have seen it because I simply cannot tolerate it.

 

One time my SO and I were having lunch at a restaurant and a woman was hitting her small child and dragging him across the floor because he was afraid to go through the revolving doors.  After about 30 seconds, I stood up and said very loudly, "cut that out!!"  She gave me a dirty look, picked him up, still crying and afraid, and took him outside.  My bet is she beat him even more when she got into the privacy of her car. 

 

A couple of patrons gave me a nod, most of the others ignored the scene.  My SO was clearly embarrassed that I had spoken up, but he did not say anything. 

 

I can't help myself when I see things like that.
