This is how my skirt looks after steaming.  It did not look crinkly out of the bag, it looked creased from packing.

I have the olive boho (and two others) and had to steam it when it arrived several years ago, and the "crinkle" of the fabric remained, the packing creases were removed, and it was a project to do but worth it.   Mine looks like your photo!  Never had a problem since, it's a great, easy skirt, light and airy, definitely perfect for travel.
