It is usually related to the cost of something. Oftentimes if the cost is over $50 they require a signature. They may be lowering this, particularly if you live in an area where there have been a lot of doorstep thefts. UPS could be doing this to protect themselves. Thieves drive through neighborhoods and check out porches to see if there are packages there. If there are they walk up and take them. So, if you don't receive you package, you call QVC, they check with UPS. UPS says it was delivered to the doorstep. QVC resends and UPS gets "dinged". Their insurance goes up. So, whether it is QVC or UPS causing this, it is basically because their insurance costs are going up due to so many thefts. I have a porch swing on my porch and the UPS guys always put my packages behind it so they don't show from the street.

When I worked for UPS, it was at the driver's discretion as to whether or not to obtain a signature unless the package was signature required.
