That's how my mother  made them, but I think butter (she used margarine) and light cream or half-and-half instead of milk would improve on the dish she made. My mother also topped each layer of sliced potato with thinly sliced onion, then dotted it with butter and sprinkled flour on it, probably a lazy way to approximate a white sauce (didn't work). The top layer got that treatment plus salt and pepper. This is one of my earliest food memories, and I recall it coming to the table in a Glidden casserole.
