How meaningful is the USDA Organic mark on butter?

Our Walmart carries Horizon Organic Butter, owned by Dean Foods. Great flavor, but a friend said research it. I found an article claiming Horizon milk is not organic at all, hence no organic butter. So how do they merit the USDA Organic mark?
