Have the Pressure Cooker TSV and Slow Food Fast, have a question on reducing recipe!

Hello! I'm new to pressure cooking and am still trying to justify keeping the TSV! I've made three different recipes, only 1 was very good...but I just got the book and want to try some of them. It's only my husband and I. Can I cut the recpies in 1/2? If so, do I reduce the cooking time as well? How about cooking meats from frozen? Help!!
