Cook's Essentials Pressure Cooker Operation Question?

Hi everyone,

I just used my CE 6.5 quart pressure cooker for the first time and I'm wondering if it's normal for it to keep switching back and forth between "heating" and "keeping pressure"? I sort of anticipated that it would heat up and then just stay on the pressure setting (so to speak) until the time was up. Thanks very much for any input!
