4 qt. cooks essentials electronic pressure cooker - does anyone have trouble getting it hot enough to brown?

Many of the recipes call for the meat to be browned in the pressure cooker with the lid off before the other ingredients are added. My cooker never gets hot enough to brown anything. Anyone else experience this? I love it for everything else. Also think Bob Warden's cookbook is fantastic.
