Ring sizes

Is anyone else having problem with ring sizes. I have bought 5 rings in the last few months and they have all had to go back as too small. What ring sizes are they using. I wear a 10 according to a ring sizer and I have bought 3 11's that had to go back because the won't go all the way up my finger. The lastest was today. I bought a ring mandel and it was between a 8-9. I ordered an 11. so I think I'm done buying rings.
