Yes, there are 100 points per carat. So 40/100 is .4 ct.

A quarter of a carat would be 25/100, or .25 or 25 points.

A third of a carat would be 33/100, or .33 or 33 points. And so on for other weights.

One thing to note is that outside of QVC, it is standard in the industry to quote a diamond weight that might not be exact. At QVC the weight quoted is the minimum diamond weight of the item they say. But for the rest of the industry the custom is that a quarter of a carat might not be exactly 25 points, it could be as low as 22 or 23 points. Same is true for all other diamond sizes too.
