yes, most silver rings can be sized up or down by 2 sizes without affecting the design of the ring as long as the band is plain so they can adjust it by adding silver or removing silver.

It really depends on the ring, the kind of stone, how the stone is set and the extent to which you want to size it. Only a good jeweler will be able to say for sure whether any particular ring can be sized effectively. In some instances, doing so puts the stone at risk and in some cases the stone has to be removed before the setting can be sized. It also depends on how the band is constructed.

Yes, a good qualified silversmith can do it, but not any jeweler. It must be a silversmith.

It is very difficult and expensive to size silver, particularly with gems. I wouldn't risk it as you could end up ruining the ring. If you really like the ring you could either buy a ring guard or wear on an alternate finger.

I've had several silver rings re-sized. No problems at all. Not all jewelers will do it, you just have to ask around until you find one that does.
