wallflower not working on third refill

I believe there has been discussion on this but can't find it. Does the wallflower need to be cleaned or do they stop working so soon. my refill is chocolate mint which is strong and in the bathroom I would expect a strong concentration. Also I notice the liquid level does not go down. Thank you.
