Could it be the "Luther rose?" There are a lot of German Lutherans in Wisconsin.

Good guess! I looked it up.
Interesting depiction of a Cross. And a really smart guess! ![]()
If you remember the name of any of the neighboring churchs around where you saw these symbols, & called them, maybe the church personnel could explain it?
So far, it's baffling me.
The "Christian Flag" (wiki) is close, but not close enough. Doesnt even fit hardly any of criteria you mentioned, incl no "heart," and it's on a white background, all squares & sharp edges.
So I'm totally baffled. But remain curious!

I will take a guess. If Catholic, it might mean the Sacred Heart of Jesus or Immaculate Heart of Mary. If the heart (like a misshaped valentines heart) has a crown of thorns it is referencing Jesus. If a crown of roses, then it references Mary. In the Catholic church purple is the color to symbolize Jesus. I don't know if that translates to other religions.
Usually it is shown with either Jesus or Mary but I have seen stained glass art with just the hearts as I described. Usually very bright and radiant.
Maybe Google "sacred heart" and see what pops up. I'll be curious to see if the mystery gets solved.

Is this symbol a flat picture drawn on a background?

Is it the Love In the Name of Christ symbol?

@AuntG Perhaps you can send an email to the town/city hall, police station, fire department, or chamber of commerce in the town where you saw the decoration. They might be able to help identify the symbol and its origin.

@Zhills not a picture or drawing. I think the poster who mentioned an elongated valentine came closest to the shape. Actually, they all appeared to be made of miniature Christmas lights. A lot like those silhouette figures you can buy of Santa and snowmen at places like Lowes and Home Depot. I feel like my fellow posters are heading me in the right direction. DH says the churches we saw were Catholic and Episcopal. Then he asked "why is this bothering you"? I simply said because there were so many within a ten mile radius and I'd never seen anything like them.

I'm next door in MI
Some reference to healing hearts after the incident in Waukesha seems to be limited to the SE corner of WI
Also try @deepwaterdotter to see if she knows.
Or if she's still enjoying her Kringle 😉

Google loveinsheboygancounty and see the purple and red heart, which I feel was what was being expressed in lights for the holiday season.
