Westinghouse 2-pc. Single LED Mosaic Deco Solar Light Set M22408 -Help

PLease help ! I got 2 of the blue mosiac lights.

On the bottom of the solar panel - there was a small plastic cap which twists off.

To turn the item on to charge - there is another small plastic cap that appears to be attached to wires inside.

The drawing on the bottom says the the On switch is flat & Off is raised. I set them in the sun but they are not working.

Any suggestions on what I am doing wrong? Thanks.
