Although this is not my design style, it is a really cute idea for those that love this look!  I  like the the succulents but I'd probably use flowers instead.

The second wheel is planted with herbs....how cool is that?! Smiley Happy

 

But the bad part is that 90% of them will need transplanting to grow properly. But it's a great starter area.

It's a neat idea for the right landscape setting, though I wouldn't choose it. About that first wheel, I don't really like succulents all that much.

I just do not like things like this repurposed in the garden.... usually look too tacky!
