Bar Keepers Friend or The Pink Stuff. Both work really well for me....

Pumice powder, medium grit. You can add it to any kind of cleaner to give it scrubbing power. A little bit is all you need. I buy mine from Amazon. Pumice powder will not scratch glass, ceramic or porcelain. Rinses of easily and leaves no gritty film.

I would fill the sink with white vinegar and let it sit overnight.

@We rescue cats They changed the formula for Scruubing Bubbles. If you haven't bought new you're in for a surprise. It's not as good as it was.

 @CherryHugs  Could it be a residue from hard water and not soap scum? Or, could the finish of the sink have been compromised from hard water or a cleaner, whether it's soap scum or hard water residue?

I agree.  The issue does not sound like soap scum, sounds more like damage to the surface of the sink.
