This picture reminded me of a rugged steak roadhouse restaurant we frequent.  The first time I used their restroom, and saw the wet cement floors, I thought " 

 

oops!  

I edited this when I saw I posted it earlier without finishing it. LOL!  I didn't mean to post it. Must have hit a wrong button and just now saw it.

 

About the cement floor at the restaurant.... I thought when I saw it (with the big drains in it) what an ugly floor. My first thought was "yuck".  I did notice that it smelled so clean and didn't have that public restroom dirty tile smell.  It seemed to me a much more sanitary way to go. Hose it down with disinfectant, let it dry, and what could be easier!
